Where to dispose of asbestos in Gippsland
Asbestos disposal in Gippsland is council by council: each does it differently, and most transfer stations don't take asbestos at all. Here's what the councils publish, so you know before you load the trailer. If a licensed removalist does the job, they take care of all of this.
All asbestos removal work is carried out by WorkSafe-licensed removalists.
Asbestos disposal rules that apply everywhere
Asbestos waste, whether it's fibro sheets, super six roofing or asbestos cement pipe, has to be wrapped so no fibres can escape, labelled so nobody handles it by accident, and taken to a site licensed to bury it. Domestic quantities from your own home can go to the council facilities below, with conditions; they are set up for homeowners' own loads. A load removed by a licensed removalist, or from a business or farm building, is a different matter: South Gippsland calls a load a licensed removalist transports commercial and refuses it, Latrobe and Bass Coast list commercial loads as not accepted, and Kilmany takes domestic quantities only. So that load goes to a site licensed to take it; ask which. That's why a removalist's quote should name where the waste is going; ask whether the tip fee is inside it. Costs, who's allowed to do the work and the job types are on the Gippsland asbestos removal home page.
Wet the material down before wrapping, don't break it up to fit, double-wrap in heavy builders' plastic, tape every seam, and mark it clearly as asbestos.
Latrobe City: Morwell, Moe, Churchill and the rest of the Valley
Ring before you load, councils change this. Domestic asbestos is accepted at Hyland Highway Landfill, by appointment. It must be double-wrapped in heavy black builders' plastic in packages of 20 kilograms or less; packages that aren't wrapped to that standard are turned away. You pay first at Latrobe City headquarters, 141 Commercial Road, Morwell, and bring the receipt to the landfill gatehouse; the gatehouse can't take payment. Residents can dispose of up to one cubic metre. Appointments go through the weighbridge operator on 0400 506 474. The Morwell and Moe pages walk through it for those towns.
Baw Baw Shire: Warragul, Drouin, Trafalgar, Yarragon
Baw Baw's transfer stations do not accept asbestos at all, and the council refers residents to EPA Victoria for disposal. If you're doing a small job yourself, the nearest practical option is Latrobe's Hyland Highway Landfill, which takes Baw Baw residents' domestic loads, up to 120 kilograms, at a fee per 20 kilogram package, by appointment. Ring before you drive. For anything bigger, and for any commercial load, the waste goes to an EPA-licensed facility; ask whether the tip fee is inside the quote.
Bass Coast: Wonthaggi, Inverloch, Cowes, San Remo, Grantville
Ring before you load. Grantville Transfer Station and Landfill accepts asbestos, and only from domestic properties inside Bass Coast Shire, Monday to Friday. Wonthaggi, Inverloch and Cowes facilities do not take it. As Bass Coast Council specifies, the material must be double-wrapped in building plastic (concrete underlay), taped with waterproof tape, with nothing sticking out, marked "CAUTION ASBESTOS", no longer than 1,200 millimetres and no heavier than 25 kilograms per bundle. Bring a Bass Coast rate notice to prove where it came from; if you rent, ring first. The maximum load is 110 kilograms and you book on 5678 8739. Commercial loads are refused. Council waste services: 1300 226 278.
South Gippsland: Leongatha, Korumburra, Foster
Domestic asbestos from a homeowner can go to Koonwarra Landfill, Monday to Friday, 8 to 4: ring first. If a licensed removalist did the work, or the material came from a non-residential property, it's classed as commercial asbestos and Koonwarra won't accept it; it has to go to an EPA-licensed commercial facility.
Wellington and East Gippsland: Sale, Maffra, Bairnsdale
Wellington Shire's only facility licensed for domestic asbestos is Kilmany Resource Recovery Centre on Velore Road, Kilmany, by prior arrangement on 1300 366 244; Maffra Landfill does not take it, and commercial loads are refused. East Gippsland accepts asbestos at Bairnsdale Landfill by appointment with 24 hours' notice, on 03 5152 6535.
The EPA packaging rule, line by line
EPA Victoria's transport and disposal guideline for cement sheeting and pipes is the baseline.
- Wet the sheets thoroughly and keep them wet until they're packaged.
- Cut or break as little as possible.
- Lay two layers of polythene sheeting, about 200 micron (0.2 mm) thick, in the ute tray or trailer first.
- Stack to less than a metre high, wrap completely, and seal every seam with adhesive tape.
- Keep each package small enough to handle easily, and label it with the asbestos warning mark.
The councils above add their own limits on bundle weight, length, appointments and receipts.
Driving it yourself: what the EPA guideline says, and a caution
EPA's guideline says domestic asbestos, unless a licensed removalist removed it, sits outside EPA's transport rules: a householder may take their own asbestos to a licensed landfill without transport certificates or a permitted vehicle, and is asked to follow the packaging practice above anyway.
One caution. That guideline was written under the 2009 industrial waste regulations. EPA still publishes it, but its current web pages don't repeat the householder sentence in so many words. So follow it, ring the landfill before you load, because EPA says an authorised landfill can still choose not to accept a load, and check the council's current page.
The moment a licensed removalist is involved, the load is commercial: they need an EPA permission to transport it, they log it in Waste Tracker, and it goes to a site licensed to take it; ask which.
Ask for the Waste Tracker record
A licensed removalist must hold an EPA permission to transport asbestos waste and log the load in EPA's Waste Tracker. EPA says they must give you the Waste Tracker record, and its advice to householders is to always ask for it: the record can help protect you if the waste isn't disposed of lawfully. Keep it with the clearance certificate.
The Latrobe removal kit
A removal kit is available for Latrobe City residents doing a small job themselves. Ring Latrobe City before you plan around it. We found nothing similar in the other Gippsland councils.
Asbestos disposal in Gippsland, the short version
Asbestos disposal Gippsland-wide comes down to which asbestos tip will take your load, on which days, wrapped how, and with what booking. Not every council landfill accepts it and the ones that do have limits, so ring first, and never put it in a kerbside bin or a skip that isn't licensed for it.
Questions people ask about this
Can I put asbestos in a skip bin?
Not a general skip, and never mix it with other waste. Ask before you book anything.
What if someone dumped it on my property?
Don't handle it. Photograph it, ring the council's waste line, and get a removalist to quote the clean-up. EPA considers asbestos cement in good condition a very low risk; broken sheet is the case to treat with care.
Can I leave it wrapped on the nature strip for hard rubbish?
No. Asbestos never goes in a household bin, a hard rubbish pile or a general skip. It goes only to a site authorised by EPA Victoria to accept it, by appointment where the council requires one.
I've found sheets buried in the garden. Do I have to dig them up?
Stop digging, keep the exposed bit damp and covered, and keep people off it. A buried find is usually bigger than the piece you can see. EPA considers asbestos cement in good condition a very low risk; broken sheet is the case to treat with care. Ask a licensed removalist to look before you decide, tell any builder on site because for them it's a workplace issue, and ring the council's waste line if you think it was dumped.
