Asbestos testing and inspection in Gippsland

You can't tell by looking, and neither can anyone else. A sample sent to an accredited lab, or an inspection before a renovation or a purchase, is where the job starts.

All asbestos removal work is carried out by WorkSafe-licensed removalists.

When an asbestos test or asbestos inspection is worth it

How an asbestos sample test works

Sampling is a job for a licensed removalist or an occupational hygienist; breaking a corner off a sheet dry is the exact thing the safety rules exist to stop. The lab does the identifying; the risk is in taking the sample. They take a small piece, wetted, by hand and without power tools, seal it in two layers of 0.2 millimetre plastic, label it, and send it to a laboratory accredited by NATA for asbestos identification. The lab reports the type of asbestos, if any; ask how long they take and whether a faster turnaround costs more. One sample per distinct material is the rule. A house with fibro eaves, a fibro fence and a vinyl floor is three samples, not one, and a removalist or hygienist takes the three in minutes.

Before you renovate

A pre-renovation inspection walks the whole house, samples anything in doubt, and gives you a written report of what's where and what condition it's in. For a private home it's simply the plan the builder works from, and finding it late costs days.

What a test runs to

This site doesn't quote a testing price; ring two labs for the current fee. Ask whoever quotes whether the sample fee comes off a removal quote if the material comes back positive and you go ahead. A whole-house inspection with a report is more, and worth it on a pre-1990 house you're about to gut.

What a clearance inspection actually is

A clearance is the check at the end of a licensed job, and the regulations are specific. On completion of Class A or Class B work, an independent person visually inspects the work area and the area immediately around it for visible asbestos residue. For friable work where air monitoring was required, the enclosure stays up until the air inside reads under 0.01 fibres per millilitre. It isn't required where the job was only non-friable material of 10 square metres or less; for anything bigger, and anything friable, it's required before the area is reoccupied. The compliance code says the visual inspection doesn't require wipe samples or settled-dust sampling, so don't expect them on a bonded job. Air monitoring is compulsory only for Class A work, not for a fibro fence or eaves.

Independent means independent

The regulations define the independent person: independent of the removalist doing the work and of whoever commissioned it, with no conflict of interest, and with the knowledge, skills and experience for the job. So a removalist's own staff can't sign the clearance on their own job. The same logic applies to testing: if you're worried a removalist's "consultant" will call everything positive to win the work, get the lab report itself, or have the sample sent to the lab the way the lab asks for it.

Buying, selling and renting: what a report is worth

Buying. Victoria's section 32 statement covers title, zoning, rates and the like; Consumer Affairs Victoria's list of what it contains doesn't include the condition of the buildings. A pre-purchase inspection with sampling is the only way to price it into the offer. Selling. No rule requires a vendor to test, but the statement must be accurate and complete; a clearance from an earlier removal, or a report on what's left, answers the buyer before they ask. Get a conveyancer's advice. Renting. The owner is responsible. A report tells the agent what's there so no tradie drills into it.

Asbestos testing in Gippsland: who does it

Asbestos testing Gippsland-wide is done by sending a small sample to a NATA-accredited laboratory, or by having an assessor come out and take it. A licensed removalist will often take the sample as part of quoting, but the lab result is what settles it. Ask for the lab report, not just the verbal answer.

Questions people ask about this

Can a home test kit tell me?

Kits are just a sample bag and a lab form. The lab does the work either way. The risk in a kit is taking the sample badly.

Does a negative test mean the house is clear?

It means that sample was clear. A house can have a modern fibre-cement fence and an asbestos eave. Sample each material you're going to disturb.

Do I have to disclose a positive test when selling?

Victoria doesn't require a vendor to test, but you must not mislead a buyer. If you know it's there, say so. A removal quote alongside the disclosure is a strong position.

Asbestos: who do I get to test?

A laboratory accredited by NATA for asbestos identification, either directly, delivered the way the lab asks, or through whoever takes the sample: a licensed removalist, an occupational hygienist, or a building inspector who offers it.

Asbestos testing by post: can I just cut a bit and mail it?

Ask the lab how they want it sent; none of the official sources this site draws on covers posting asbestos, so this page won't say yes. Don't cut or drill for a sample; sampling is a job for a licensed removalist or an occupational hygienist.

Asbestos testing accuracy: do removalists' consultants fudge positives?

The answer is the lab report, which names the lab and the result; a removalist can't change that. For a clearance, the regulations require the person to be independent of the removalist. If you want the same distance on a test, have the sample sent to the lab the way the lab asks for it.

How much is a sample test?

There's no published guide figure for testing that this site can cite. Ring two labs, and ask whoever you engage whether the sample fee comes off the removal if the result is positive and you go ahead.
