Asbestos questions Gippsland homeowners ask
Nothing here is a substitute for a licensed removalist looking at your job, and none of it is a quote. It's the stuff people ask before they get to that point.
Renting: what a tenant should do
If you're a tenant and you think something in the place is asbestos, tell the agent or landlord in writing and keep a copy. Any removal is the rental provider's job to arrange, not yours, and Consumer Affairs Victoria's renting pages cover who pays for repairs. Don't sand, drill or pull it down yourself.
Questions people ask about this
When was asbestos banned in Australia?
A full national ban took effect on 31 December 2003. The rule of thumb: built or renovated before 1990, assume it may contain asbestos.
How do I know if it's asbestos?
You can't tell by looking. Fibro sheeting, corrugated cement roofing, vinyl floor tiles and their backing, and the compressed sheet in wet areas are all candidates in a pre-1990 house. A sample tested by a NATA-accredited lab is the only way to be sure. See testing and inspection.
How much does removal cost?
On the published 2026 guide figures, roughly $50 to $150 a square metre for bonded material, two to four times that for friable, with a minimum call-out around $800 to $2,000. The cost guide has the detail.
Can I remove a small amount myself?
The state's homeowner guidance at asbestos.vic.gov.au says Victorian law allows homeowners and some workers to remove very small amounts of asbestos in limited circumstances, and that the risks are serious. The 10 square metre, one hour a week limit in the regulations is for tradies doing it as work. The state's advice either way is to use a licensed removalist, and it publishes safety steps if you go ahead yourself. The rules page explains it.
Does the tip take asbestos?
Some do, with strict wrapping and weight rules, and only from homeowners. Removalist and commercial loads go to EPA-licensed facilities. The disposal page lists each council.
Can I sell my house with asbestos?
Yes. It's common in older housing and there's no law against selling. Disclose what you know, and have a quote handy if a buyer raises it.
Is asbestos dangerous if it's not broken?
EPA Victoria's guidance is that bonded asbestos cement in good condition is a very low risk. The danger is disturbance: cutting, drilling, sanding, breaking, weathering, fire. That's why removal is done wet, whole and wrapped.
What happens after a storm damages a fibro roof or fence?
Keep people and pets away, don't sweep or hose the debris. That's urgent: if the material is broken, burnt or storm-damaged and you need someone today, WorkSafe Victoria's directory of licensed removalists can help straight away. Once a removalist takes the job, the regulations let them notify WorkSafe within 24 hours of starting only where the job meets the regulation's definition of an unexpected situation. See storm and fire damaged asbestos.
How long does a removal take?
A fence or shed roof is usually a day. A house roof is several days plus the re-roof. Add the WorkSafe notice period before the job: five days for friable material or more than 10 square metres of bonded sheeting, 24 hours for a smaller bonded job.
Do I get a certificate?
A clearance certificate from an independent person is required before the area is reoccupied when the job involved any friable asbestos or more than 10 square metres of bonded sheeting. Smaller bonded jobs don't require one; ask for a written clearance anyway if you're selling or a builder follows.
Who actually does the removal work?
A WorkSafe-licensed removalist carries out the actual asbestos removal. We keep your job on file, and your details stay with us. See about us.
Do I have to declare asbestos in the section 32?
Consumer Affairs Victoria lists the section 32 as covering the title, mortgages, covenants, easements, zoning, outgoings and bushfire-prone status. Building condition isn't on that list and asbestos isn't mentioned. The statement must still be accurate and complete, and the general law on misleading conduct applies, so ask your conveyancer what you must disclose. Keep any test result, clearance certificate and Waste Tracker record.
Will a standard building inspection find it?
Consumer Affairs Victoria says buyers arrange their own building inspection, and a building inspection may not include asbestos. Arrange your own asbestos inspection, with samples sent to a NATA lab; it's a different product. If the house is pre-1990 and you plan to renovate, get it. See testing and inspection.
The house was built in 1995. Surely it's fine?
Unlikely is not the same as clear. The rule of thumb is built or renovated before 1990, but the national ban only took effect on 31 December 2003, and old stock, imported products and pre-2004 renovations all turn up in 1990s houses. In Latrobe City the council says about three in four local homes are likely to contain some asbestos. Test before you cut anything.
I'm renting and the fence is cracked. Who fixes it?
The owner. Don't touch it; report it to the agent in writing with photos. Whoever the landlord sends is doing it as work, so the licence rules bind them: a licensed removalist for anything past a small bonded job.
I'm a landlord. Can my handyman take the eaves down?
Only inside the unlicensed limit, because for him it's work: bonded material, 10 square metres or less, under an hour in any seven days, with training, protective gear and EPA-licensed disposal on top. The eaves around a whole house go past that quickly; then it's a licensed removalist.
Will my home insurance pay for asbestos removal?
After a storm or fire, the Insurance Council of Australia says removal is usually treated as debris removal, and that some policies allow for it above the sum insured while others deduct it from the sum insured. No official source says removal is covered as a standalone job. Photograph the damage, don't touch it, ring the insurer before engaging a removalist, and ask how debris and asbestos removal is treated under your policy.
The plumber drilled the bathroom wall and the kids were home. Have I hurt them?
Stop, and don't sweep or dry-vacuum. Wet-wipe the room, bag the rags as asbestos waste, and get the sheet tested. An occupational hygienist can assess the room. If you're worried, talk to your GP.
Does painting it make it safe?
No. The state's homeowner guidance is not to seal or paint over asbestos: coating masks the problem and makes future removal harder. It doesn't mend cracks, cover exposed fibres or change friable material. The preparation is the hazard: sanding and pressure washing are exactly what the compliance code says not to do to asbestos.
Next door is having an asbestos roof removed. Should I leave?
A licensed crew works to a removal control plan that covers the people around the site, and WorkSafe has been notified. Ask the crew what they're doing about your side, keep windows on that side closed while sheets are coming off, and keep kids and pets in. If you're worried, ask the crew or ring WorkSafe.
Does my neighbour have to pay half to remove the asbestos fence?
Under the Fences Act, removing the old fence counts as fencing works, normally shared after a written fencing notice, though no official source confirms the contribution covers licensed asbestos removal; the notice, the split and the dispute route are on the fence page.
